Include ClusterScope Deployment for Argo Workflows #32

Problem Statement
Currently Argo Workflows are created with namespace scoped, if we allow users to choose Cluster Scope, then argo workflow can discover templates/workflows across all namespaces.
Possible Solution
Extend ArgoWorkflow deployment template files to support Cluster Scope.
