[PATCH RELEASE] Bump codacy-plugins to 9.0.1

Due to a mistake with version tagging, the version went from 0.2.1 to 2.1.0.
However, the state of the repository remains unchanged, and this should be considered a patch release.

Initial public alpha release

This is the first usable version for local experimentation.
It allows to:

• Run all the cloud tools
• Retrieve cloud configurations for your project

Known issues:

• Push results is not finished yet
• Ignored files are not in sync with the cloud version
