Replace Maven (Eclipse) Aether dependency with Maven Resolver

With the Eclipse Aether project being terminated and migrated to Apache Maven, we need to replace the use of Aether in Bedrock with the Maven Resolver.   Given the APIs are meant to be binary compatible (at least initially), this should only require a change in dependencies.
