Wavefront Concourse cluster is terminated for production, hush-house and dispatcher usage #410

Due to the change of Wavefront provider internally, our metrics on Wavefront no longer available.

Previouly the metrics was migrated from Grafana to Wavefront because of the lacking of tracing suport of Grafana, now it is available.

We have a datadog dashboard template for reference.
