XML file should specify

Base image or ISO to bootstrap from
Packages to install
Sysprep or not sysprep (best practice but there are reasons not to, and it's not so important in non-domain joined devices)
Ability to reboot between packages
Install windows updates

Passwords should be able to be kept separately, to ensure the main XML can be stored in source control without leaking passwords
