Add a CI test pipeline that generates and displays test reports, similar to the harbor-cli project.

Requirements

• Run tests on PR and push events
• Generate test reports with pass/fail counts
• Display test results summary in PR checks
• Show detailed test output for failed tests
• Support both satellite and ground-control modules
