reinstall: Include the system-reinstall-bootc binary in bootc base images

Should bootc base images typically include the system-reinstall-bootc binary?

Example experience if we don't do that:

1. Boot RHEL cloud image
2. system-reinstall-bootc <fedora>
3. reboot
4. SSH into the fedora image

oops I actually wanted centos instead

5. system-reinstall-bootc <centos>

6. command not found: system-reinstall-bootc

Yes, the user could just bootc switch. But maybe they're not quite yet familiar with that. So maybe system-reinstall-bootc could detect it's running on an already-bootc system and tell the user what they should do instead?

Trying to reinstall again (through system-reinstall-bootc rather than bootc switch) would anyway lead to "default stateroot already exists" kind of error...

tangential discussion: What if the user runs the system-reinstall-bootc command twice, without rebooting? i.e.:

1. Boot RHEL cloud image
2. system-reinstall-bootc <fedora>

oops I actually wanted centos instead

3. system-reinstall-bootc <centos>
4. error: stateroot default already exists

This error would be kinda annoying
