Would be great if topic groups could be managed from a direct chat with the topic groups bot. How could we do permission checking though?

Does the bot now in which groups the user is participating?

Probably not, the bot simply sees which users send him messages from which channels (direct or in-group). Otherwise it would be a privacy issue (although Telegram probably wouldn't care much about that 😉)
