Migrate to new alibaba cloud sdk

We are using the alibaba-cloud-sdk v1 for ore image uploads which has been deprecated in favor of https://github.com/alibabacloud-go

The package have been orphaned and dropped from F44 so this is blocking the bump of COSA base image to fedora 44.

hmm. we dropped specific aliyun support from 4.16 onwards so we shouldn't be relying on it any longer. Another option here may be removing the code that needs this.

Hmm we are producing aliyun artifacts though, looking at the latest FCOS release there is an alibaba / aliyun image published.
Do you mean we produce the image but not uploading them to the platform ?
