Create meeting issue disabled once no repo activity for 60 days

At least the last 2 FCOS meeting checklists 1 & 2 were created manually since the create-meeting.yml has not been triggered automatically. When browsing this repo today I noticed that the workflow has been disabled due to no repo activity within the last 60 days. This limitation should be removed.

We could make a reminder to re-enable the workflow / trigger an empty commit here to keep it running.
