functional: add new machine tests for dynamic metadata
Now that dynamic metadata is supported, we need to do machine metadata operations also in functional tests. These are nearly equivalent to the tests in api/machines_test.go. * TestMachinesList * TestMachinesListBadNextPageToken * TestMachinesPatchAddModify * TestMachinesPatchDelete * TestMachinesPatchBad
