Allow governance to modify counterparty info #8572

Summary
Once set with RegisterCounterparty, the counterparty info cannot be changed. This prevents larger migrations from taking place in light client logic. For example in cosmos/solidity-ibc-eureka#411, we could remove contract address from client state if it was stored in counterparty prefix instead. However, in order to perform this migration, we would need to change the current counterparty info.
