Preset Effect List: Add new in the selected tag

Describe the solution you'd like

When you have a tag selected in the preset effect list and you then create a new preset effect list, the new list won't show up because there's no opportunity to select a tag.

To reproduce:

1. Go to preset effect lists.
2. From the dropdown, select one of the tags to "filter" the list.
3. Create a new preset effect list.

Now because you had no opportunity to tag your new preset effect list, you won't see it! You have to go back to "All preset effect lists" and then you'll see your new list.

Maybe, if a preset effect list tag is selected when you create the new preset effect list, it should automatically tag it to the selected one, so you see it there? That's probably what you wanted anyway.

Additional context
I'm not sure whether to call this a bug or a feature request, and it's certainly not a high priority. However it's an oddity I noticed so I wanted to get an issue open for it. I'm currently running v5 HEAD branch but I believe this has been the case for the foreseeable past.

This appears to affect any list where tags are enabled. I'll say we'll leave this as a feature request as it's technically working as intended today, but we could add the ability to select a tag on item creation on a type-by-type basis.
