Raid target variables should be available in outgoing-raid-canceled and -started events too

Describe the solution you'd like

• $raidTargetUserId, $raidTargetUsername, and $raidTargetUserDisplayName need to be additionally available to twitch:outgoing-raid-canceled and twitch:outgoing-raid-started
• $raidViewerCount needs to be additionally available to twitch:outgoing-raid-started
• $moderator needs to be additionally available to twitch:outgoing-raid-canceled and twitch:outgoing-raid-started (this variable is under "chat" but the outgoing raid events have a concept of which moderator created or canceled the raid, so it makes sense to me at least to use the same variable)

Additional context

I have already incorporated these changes into my local Firebot branch. If you mark Dev Approved I can submit my existing changes as a PR. (It's only like 6 lines but I'm happy to save you the busywork.)
