Startup Errors don't appear in log when Debug Mode is disabled #3307

Is there an existing issue for this?

Current Behavior
When an error happens during startup, the Error on when ready step is logged as debug rather than error, so it only appears in the logfile when debug mode is enabled
Expected Behavior
Startup errors should also appear in the logfile if debug mode is disabled
