On-the-fly DBSCAN waveform cleaning

See dedicated [function](https://github.com/cta-observatory/dl1-data-handler/blob/master/dl1_data_handler/reader.py#L1262). There are also different versions of the algorithm (classical DBSCAN with overlapping and non-overlapping flowers; 3D convolution).
