Last Station Update time doesn't follow system time format #207

The Local Time and Last Cumulus Update time fields seem to show the same as the system time format (12 or 24H). The Last Station Update time field only shows as 12H. Noticed on my systems that are in 24H time format, the first two show as 24H and the Last one is 12H. More noticeable after 12:00 obviously.
