Rename the button to insert a horizontal line in the annotation guide editor #10304

The button to insert a horizontal ruler into the annotation guide is called "Insert HR" now. While it can be decoded if you're familiar with html, the meaning isn't not really clear otherwise. I suggest to rename the button to something more self-explanatory, like "insert horizontal line".
