Inconvenient behavior of drag'n'drop in annotation guide editor #10305

Steps to Reproduce
In the annotation guide editor, there's support for drag'n'drop of images. This drag'n'drop only works in the area up to the last line of text and 1 line below it, despite the cursor is showing the "+" icon in the whole editing area. If the image is dropped below the last 2 lines, it just opens in the browser in a new tab.

Expected Behavior
The image is added into the text when dropped in any place of the editing area.
