More than one tab is elected as a leader tab #3

After opening multiple tabs, I found that more than one tab is elected as a leader tab. from 12 tabs, 5 tabs are leaders.

I can confirm that this issue exists. So far replicated this in Chrome. Occurs when multiple tabs are opened/reloaded about at the same time and map "tabs" contains only the current tab id. Throttling may cause this: https://stackoverflow.com/questions/59940161/is-javascripts-broadcast-channel-limited-to-one-received-message-per-second

Met the same issue, I'm using Web Locks API instead.
