Enable to log own custom fct rules

As mentioned here #332 (comment) ,
we need to create new models to our own package when needing our own rules.

But currently cannot use the useful macros print_dbt_project_evaluator_issues because of the restriction

Describe alternatives you've considered

Enable also to log error of our own rules by print_dbt_project_evaluator_issues

Not database-specific feature.
