@tomstuart123 tbh I like "Propose Changes" for CTA that results in a draft proposal. Settings page is lit for that. For actually putting a proposal up for a vote, "Submit Proposal" makes more sense than "Create Proposal" to me. "Create" communicates starting a new proposal, which is why we have the current language around drafts use that CTA. |

Context:
In the roles workflow, @nicolaus-sherrill and @parkermccurley discussed a terminology of 'Create Proposal' CTA for when the proposal has begun but 'Submit Proposal' CTA when it actually goes to the org for sign off.
The rest of the app however uses 'Create Proposal ' CTA for when the proposal goes to the org. This could create confusion where a user does/doesn't believe the proposal is ready and their surprised by the result and non-intended behavior.
To add to this complication, the settings page uses CTA of 'Propose Changes' which is a third way of calling the process of sending a proposal for org sign off.
@decentdao/design lets align on what we want to call this action in-app (i.e. probably 'Submit Proposal') and then @decentdao/engineering can update all the CTA copy to match
