Places dApp: Most Active sort excludes Places

Description:

When sorted by Most Active, the Places dApp does not show every Place. Ideally when you sort by most active, it would show the Places with users, and then the ones remaining with 0 users. The ones with 0 users could appear in any order, but ordered by highest rated is preferable. This is becoming more of a problem as we bring more sort and filter methods to Places in the dApp and the Explorer.
