Allow the ckETH minter to only scrape logs for a maximum amount of time on a single timer invocation before yielding using a one-shot
set_timercall. This enables the canister to be stoppable within a few minutes even when scraping a large backlog, e.g., in the case where it was stopped for a long period of time.
