I guess the underlying editor provides some way of inserting hyperlink anchors, and hyperlinks; it would be nice to expose these in the UI.

(Not essential; a request for enhancement.)

This question is interesting.
Actually we disabled this feature because we thought there was no real need to insert hyperlinks in the text of the paper (that is, outside of the references). Supposing we have one day decent bibliographic items support (as for instance auto-detection of http:// inside those items), would you still feel a need for hypertext links outside of them?

I think I can live without text-internal hyperlinking for a short paper proposal, but it would be painful to do so in a longer paper. And even in a short document like a DH paper proposal, sometimes it can be helpful. See for example the XML form of the paper proposal at http://mlcd.blackmesatech.com/mlcd/2013/W/tip/dh2014-proposal.xml -- internal hyperlinking is used to refer back to specific items in the numbered list of logical rules.

There is a tradeoff between power in the markup and simplicity in the interface, so it may well be preferable NOT to expose mechanisms for internal hyperlinking.
