Accept `checks` as an object with key/value (boolean) pairs in addition to accepting an array

This would also allow for disabling checking credential status when using /presentations/verify -- as the current default is to always check it and when checks is just an array of strings, each string's presence signals "check X if it isn't already being checked". This precludes disabling any checks that have a default of "enabled".
