why do pages load like crap?

no css or javascript seems to load when a page is opened- why is this?

Same issue, though with me the same happens when I open a page outside the webbrowser on a lot of websites though there are still some differences compared to my browser (I.E. on the website scp-wiki.wikidot.com the sidebar does load properly but on Helios it loads at the top of the webpage).
