[Bug]: See logs after install shows "No installation log"

What happened?

As far as I can remember, the "See logs" button after the install never worked.
It shows shows "No installation log" after server restart.

Steps to reproduce?

Fresh install DNN 9 or 10.

Current Behavior

Expected Behavior

Show the log.

Relevant log output

Anything else?

It's not a relevant feature. The log can be accessed anytime.
If fixing this issue consumes too much time, might as well remove the button.

Affected Versions

10.0.0 (alpha), 9.13.7 (alpha), 9.13.6 (latest release)

If I remember correctly, it does work but only errors show, so in current state if nothing bad happens, it looks useless. We need to take a look at this, potentially we could either show everything (error or not) or just remove the button entirely and only show errors if any. I'll take a better look at this after Summit
