Redmine 5.0 relies on Ruby 3.1, which is now EOL

We need to decide what to do about Redmine 5.0 which is still relying on the now-EOL Ruby 3.1 (docker-library/ruby#505).

I think Redmine 5.0 is still supported, but I don't think it (officially) supports a newer version of Ruby, so I don't think we have much choice but to remove it. 😞

@marius-balteanu do you have any thoughts you might be willing to share with us? 🙇 ❤️

Redmine 5.0 is a legacy stable version that will receive only important security fixes, nothing else.

So it's stuck with Ruby 3.1 at the upper bound, which is now EOL, so that means we have to remove it (because we can't have an image based on that EOL and now-removed version). Does that make sense?

Yes, it sounds the best option. If we found a major security issue in Redmine 5.0 we will see then what we do.
