Abstract out existing QRC20/QRC721 implementation

As @saiaman notes here, the existing contracts for QRC721 and QRC20 can largely be abstracted out to be made more easily compatible with existing contract libraries.

This will need to be done in the SolidityX Contracts repo first and then pulled over to this repo.
