Description

It might help to note that in some cases the package Microsoft.EntityFrameworkCore.Tools needs to be added to the migrationservice project. Without it, ef might fail silently without applying any migrations (see also dotnet/efcore#27215 (comment)).

In my particular case I was using postgres instead of sql server.
