Should Environment.HasShutdownStarted return true in unhandled exception events?

This property is documented to return true to indicate that shutdown finalization of all objects has started (https://learn.microsoft.com/dotnet/api/system.environment.hasshutdownstarted). Shutdown finalization of all objects had fundamental reliability issues and was removed from .NET Core (#16028). Therefore, it makes sense for this property to always return false. |

In .NET the property seems to always return false, but the docs say it should be true when
the common language runtime (CLR) is shutting down.That makes me wonder if it should return true inside
AppDomain.UnhandledExceptionevent whenIsTerminatingistrueand for similar unhandled/fatal events.cc @jkotas for opinion.
