On the Apple-mobile CoreCLR runtime-test legs, creating Runtime_76273.Runtime throws InvalidProgramException. The failure was observed in six distinct builds among the ten sampled source-and-prior builds: 1617342, 1619076, 1620717, 1622039, 1622443, and 1624450. It also reproduces in follow-up build 1625894. The preceding sampled build 1614142, finished 2026-09-28, does not show this signature; this is the first observed occurrence in the sampled window, not proof of the product bug's introduction.

The failure output below omits xharness timestamps and application-process prefixes:

Tracking: #90372. That unlabeled report concerns Mono/Fuzzlyn coverage, not a matching Build Analysis KBE for this Apple-mobile CoreCLR constructor exception. No matching open KBE or handling PR was found in the completed test-name, constructor-frame, exception, and tracker searches.

The mobile test-host change in PR #134767 merged on 2026-09-28; this signature reproduces in later builds. No root cause or mitigation is established here.

This issue also tracks the same constructor failure in Runtime_90219.Runtime_90219.TestEntryPoint, JIT/opt/Regressions/Regression3_Regressions/Regression3_Regressions.dll, and JIT/opt/Regressions/Regression4/Regression4.dll; #135399, #135400, and #135401 were closed as duplicates. The matcher below requires the specific exception, a matching Runtime constructor frame, and a failed-test identifier in the Runtime_<number> or JIT/opt/Regressions/Regression<number> families, without fixing the test numbers in order. Each failure can match independently.
