Properly implement turbo.json for build dependencies

There are way too many hacks and pre-build steps in the various scripts, not only the root package.json but the package.json in sdks and pkgs … please review all package.json scripts and make sure that all build dependencies are managed by Turbo not pre-pending things in scripts
