Split Owner into two Roles

Summary

Split the owner into two roles. One role is the owner of the contract and the second role defines the administrator of the contract.

The owner of a contract can change itself and the administrator.
The administrator has access to all restricted administrative functions.

Possible solution design or implementation

Add a second account to the state that defines the administrator & implement the functions required to provide the above functionality.
