It passed on restart, although I used the latest SHAs. I assume this is a JIT bug.

I've seen errors similar to this locally, long before #24653 existed. I attributed it to flakiness of the build rules, or the compiler's this-escape detection; just restarting make (without doing anything else) has always fixed it for me.
