[Story] Default value for production time

As PURIS user,
I want to be able to set my default production time ,
so that it does not default to 00:00.

Hints / Details

• a new environment variable should be introduced to set default production time
• for backwards compatibility the variable should default to 23:59

Outcome / Acceptance Criteria

Outcome

• the default production time can be configured on application level

Acceptance Criteria

• the pre-configured time is used as default but can be individually changed

Out of Scope

• runtime updating of the pre-configured value
