Is your feature request related to a problem? Please describe.
Each node should be able to append (a list of) header and tail includes
At task generation, pyflow should walk back up the parent-child relationships until it gets to the suite, building the list of headers/footers.
In addition to InlineCodeHeader and FileHeader should be a BlockHeader (or similar) that prevents a task from inheriting any headers/footers from higher up the node list.
