In Safari and Firefox, linking to anchors defined within drop-downs doesn't pop open the dropdowns

Expected behavior

If an anchor lives within a dropdown, navigating to the full URL + fragment ID should pop open said dropdown.

Otherwise, the link doesn't resolve correctly.

Steps to reproduce

• Go to https://docs-v3-preview.elastic.dev/elastic/docs-content/tree/main/deploy-manage/deploy/self-managed/bootstrap-checks#bootstrap-checks-tls in your browser of choice
• The anchors work as expected on Chrome popping open the dropdowns
• Alas the same cannot be said for our old friends Safari and Firefox
