Improve docs on explanation in more depth how TBS policies work related to distributed tracing.

  • Does policy order matter?
  • Which service gets precedence?
  • For a trace that originates in A and ends in B without error, what would be the sampling?
  • For a trace that originates in A and has an error in B, what would be the sampling?
