[Streams] Add guidance on data retention

Users who want to set or update data retention need to know to target ingest.lifecycle (stream data retention) rather than ingest.failure_store.lifecycle (failed document retention). No existing docs page explains this distinction or recommends which property to modify for common retention use cases.
