Миграции создаются с одинаковыми временными кодами и из-за того что add_audits_extra при сортировке по имени стоит раньше чем create_audtis_table, то ломается выполнение миграции, так как пытается сначала добавить поля в таблицу audits, которая ещё не существует. Предлагаю переименовать add_audits_extra на table_audits_add_extra
