Show map before backup

For any photo that has been backed up I can see a map in the information for the photo. Before a photo is backed up I cannot see a map. Once I connect to WiFi and the latest photos have been backed up I can now see a map in the photo info.

I expected to find a map given that when I expand all the EXIF data I can see a lat/lon.

(My workaround currently is opening Google Photos which I want to move away from.)
