Local rotation not synced to other devices

Description

I have a photo, which was already synced to Ente photos, that I wanted to rotate. Because of #9301 I was using the local gallery app (samsung) to rotate it without quality loss.
After rotating it, I saw that the rotation was also reflected in the local Ente photo app.
However, when I check on other Ente app (Android tablet, Desktop, Web), the photo still appears with the original orientation there.
