Replace reference to forked GitHub Action in package build

The build config currently depends on @tylerauerbeck's fork of the stefanprodan/helm-gh-pages GitHub Action:

The forked change allows using Helm charts that live in their own GitHub repos (like all if the charts at Metal). Tyler has a PR open against the upstream repo with his change, so if that gets merged then we can switch to using the original GitHub Action. If the PR doesn't get merged, then the Delivery team may decide to maintain their own fork of the Action. Either way, we should follow up at some point to make sure we're not dependent on Tyler's fork long-term.
