Build and sync specific packages

We want to build and sync a specific package. Eg, only build and sync `runcirrus` without needing to build and sync cirrus itself. Or vice-versa when it comes to nightly builds (we don't want to accidentally update runcirrus when we automate cirrus-nightly).
