Provide a Composer shim for the PHAR #1519
Description
I like to use PHAR distributions of my Composer dependencies to minimize transitive dependencies. I see that Composer Normalize provides one, but only via raw download on its releases. Would you consider creating a shim package like psalm/phar, phpro/grumphp-shim, or phpstan/phpstan so I can still manage it as a per-repository dependency as I collaborate with team members?
