The problem

Wiring diagram for SPS30 is incorrect. Ground & Select is switched in the current documentation. Please find attached a fixed image + fixed wording. Under section marked Wiring please change the last sentence to
"To force the sensor into I²C mode, the SEL pin (Interface Select pin no.4) should be shorted to ground (pin no.5)"
