There is one way, but it is rather extreme. GitHub allows limiting interactions to prior contributors or collaborators only. As you may imagine, this would also block legitimate PRs. If you try reporting such spam, GitHub will respond that spammers can be blocked (of course after they open a PR/issue/discussion) and PRs can be closed and locked or removed by repository admins. Unfortunately, GitHub does not provide reasonable tools that would allow preventing spam. It can only be dealt with after the fact... There have been some community discussions and feature requests about dealing with spam, but it doesn't look like GitHub is going to do anything:

btw, lately I’ve seen more PRs trying to add a bot to close PRs than the actual PR spam there used to be |
