Plugin translations of WooCommerce are not downloaded

Detailed Description

I installed Fair version 1.1.0 on a new Website, running WP 6.8.3, configured in French, inside Local. Then I installed WooCommerce (version 10.3.5).

Expected Behavior

The translation files should be installed when a plugin is installed.

Current Behavior

After installing WooCommerce, everything related to WooCommerce displays in English. I went to the Updates page, but no new translations were shown as available.

Then I disactivated the Fair plugin. After that, I returned to the Updates page. Now the WooCommerce translations were shown as available. After installing them, WooCommerce content is correctly displayed in French.

Steps to Reproduce

1. Install WP and Fair.
2. Set language to French
3. Install the WooCommerce plugin
